4.0 Engine rebuild - Machinist recommendation

Hello all, I have been a lurker here for awhile but am in the middle of a rebuild of an engine for a 4.0 from a 1996 Disco. The truck is in great shape and I had pretty much done everything to it before figuring the engine was fried (all new brakes, new rad, both axles rebuilt, new headliner, new tires, all fluids) and I am fond of the vehicle. Therefore, I am planning on building the engine to last the long haul even if not at all justified by the resale value of the truck. After buying a replacement engine from a lad that did a diesel conversion with the plan of just swapping in, I ended up pulling apart and after realizing it needed new main and rod bearings, I ended up just deciding to do a full rebuild. I ordered everything I need from Turner engineering in the UK (cam, cam bearings, lifters, 0.010 oversize main and rob bearings, timing set, HG bolts, con rod bolts, all gaskets). Also after checking with the dial bore guage my cylinders were in spec but sloppy and because of this as well as these engines propensity to have issues, to make the engine good for the long-haul I bought top hat liners which I am currently looking to have installed. Overall cost to my door was $1,800CAD for everything and arrived in 2 days FYI.

So my issue now is finding a machine shop. The engine is currently in Victoria but I live on the mainland and can bring it over here too. Also willing to drive a few hours for the right machinist and price. What I am looking to have done is:
- Bore out cylinders in block to slighly less than OD of new top hat liners for a interference fit
- Counter-bore each cylinder to hold top hat portion of liner (http://www.turnerengineering.co.uk/acat ... r-709.html)
- Heat each cylinder of block to expand it and allow the liner to be installed.
- Either bolt on the head to keep liners in place while cooling or press in after they cool
- Deck block once liners fitted and cooled
- Hone inside of each liner to cross-hatch and fit to pistons

Also looking to have the following done:
- Turn crank aprox. 0.010 undersize (to fit to new oversize bearings)
- install cam bearings
- install new freeze plugs

I have got a couple quotes in the range of $1,500 for the liner install (excl. other work) to as high as $2,500. Wanted to see if this is a reasonable price. Seemed high to me although I appreciate it's a big job. I am looking for recommendations of someone they trust that will offer a reasonable price and ideally has experience working on LR aluminum blocks or even better has done a liner install before. As above, happy to drive to where they are....

Yes Norm at Fortins (604) 795-9739 they balance rods, crank and fly wheel as standard procedure, I've been using them for a lot of years now.
