I'm 110% certain that the buyer knew EXACTLY what he/she was getting and had been involved in the process themselves.
It won't be a stolen Mini. It will just be an inept attempt at the VIN-change.
The LHD/RHD thing is funny though - aren't Minis one of the easiest thing to convert?
As for the "when in fact they were purchasing a potentially unsafe car." that's just American BS, although ANY car is probably unsafe in the hands of American drivers....
