Now it makes sense as there is a plug with the head light harness that only has power when High Beams are on.

I just bought a project 1964 Series 2A 109 that was put on a 1999 Disco 2 running gear. Problem is that the guy unplugged everything without IDing the plugs and discarded the wiring harness past the plug to such things as the window motors, door locks and DRL ect. Now I'm trying to find out what they all do.
