Spotted in North Van..

I spotted this in North Van yesterday on Capilano Road. Interesting rig, I can't imagine towing it even short distances but when I looked at the license plates I am completely baffled as to the origin. The plates are white with numbers/lettering but nothing else, anybody know where they are from?
