2003 disco SLABS ECU will has communication error

I have a 2003 discovery that the traction control and downhill descent is not working.
Note this truck was a basket case when I bought it. It did not just quite working one day. The last owner took out any indicator bulbs that were on just to sell it... and I did not look it over well enough.
Anyhow, so I can not rule out anything. could even be the wrong ecu.
After checking it we found there is a communication fault with the engine. So the SLAPS ecu does not know what the engine torque or throttle is doing.
Also note that the ABS is working fine.
Anyone had this before?
I have ohm'd out the communication wires and they seem to check out okay.
looking around it might be a programming error with the SLABS. Will Nanocom program the SLABS?
