RRC Power drain

Have a 1992 RRC with a power drain.
1/10 of a volt every 5 seconds.
Been this way since I got it.
I replaced the fusable links with a fuse bus from a Ford Tauruse that uses Maxi Fuses.
I played with it today & tracked it to the fuel system.
If I pull the fuse in the fuse bus, engine stalls.
It will crank over, but will not start, have spark so fuel delivery.
If I have the key on, & put the fuse back in, I get a "klick" & then a "pump" sound for a few seconds from the right side of the intake.
I can't hear nor feel were it's exactly coming from?
