The electric fans are supposed to supplement the clutch fan running off the front of the engine. I find on my 99 DII that it has to get pretty hot before they kick in.
Something to check is to see if your rad assembly is clean. I have a fair bit of foreign material (mud, dust, cottonwood fluffs, etc.) build up in the rad every year and each spring I take off the grill and pressure-wash it out. It immediately runs cooler and the fan doesn't kick in nearly as quickly.
Are you shifting down? The high gear (D) tries to keep the locking torque converter locked in. I've had it suggested to me from both the dealer and an independent mechanic that its better to keep it out of D when towing, especially on hills as it slows down the shift points and allows the engine and transmission to heat up too much.
I think you might be able to get a chip for some of these as well.
