I have not seen closed cell with a backing. I use camping pads from one of the big outfitting stores. For glue, the best thing is a spray adhesive designed for car interiors and foam. I get that from a car interior place. The normal spray adhesive works OK as well, but not nearly as strong.

Do they sell a closed celled foam? You really want closed cell foam so that it does not absorb moisture.
