Hit it hard with a hammer or screwdriver, you will be able to hear if it's rusted through. How much is too much is up to how brave you are and how much work you are willing to put in.

I am almost finished my 109 frame. Heavy patching. Nothing is too gone if you have steel and a welder. I had to replace the rear crossmember, rebuild the two front outriggers and right horn. Many small patches mostly due to bangs not rust. I have poked and proded the rest of the chassis and feel comfortable that it is sound. I am going to powder coat it next week so when the company blasts it clean any other weak spots should show up.
