So ya got this Series2a but it came without papers. The PO just can't seem to find. I guess he thought i would just end up parting it out and not try and fix it.
Is there anyway one can obtain the papers through ICBS, how does that work.

Just get the PO to ask ICBC or the Motor Vehicle branch to issue a new set of papers to him. I think it costs about $35.

There is a last-chance method that involves a sworn declaration but it is way easier to get the PO to provide the papers. As long as it was registered in BC in the past 20 years or so the record should be on ICBC's file using the VIN. I went through this process on a series one last registered in the late 60's. No record was found but a sworn document from the seller (the deceased PO's heir) was able to satisfy ICBC eventually but it wasn't easy. Best to get the documents from the PO if you can.
